Projects of the CESIS Group
Plant Security integrates relevant security topics into process and plant safety. This results in a wide range of tasks. The CESIS Group is successively developing solutions for different topics – from Cyber Security Management Systems to innovative protection systems for the inspection and maintenance of technical plants.

CASE STUDY ON PLANT SECURITY MANAGEMENT
A cooperation project of industrial partners for the implementation of plant security guidelines at two plants each from the chemical/petrochemical and gas transport sectors.
Coordinator:
CeSIS – Center for Safety Integrity and Security
Partner:
10 – 15 companies & institutions (manufacturers of sensors, actuators, DCS, SSPS, operators of plants, gas networks)
Financing:
Partners and public authorities
Process (extract):
- Analysis of plant security risks with the latest detection techniques in a real plant environment
- Simulation of attacks on DCS and SSPS plant networks to make weak points visible
- Planning, selection and definition of measures for prevention, detection, response
- Cyber environment monitoring with test environment for sensors, DCSs and PLCs
Results (planning):
- Dynamic Security Management System
- ASSETSecure: Alarm | data management tool for registrations and secure parameterisation
- Decision matrix for reactions to cyber attacks
- Security Culture Guidlines
- Plant Security Guidelines, recommendations, RAGAGEPs
- Intregrated Incident Management Tool for appropriate responses to cyber attacks
THANCS
THIRD PARTY ANTI-COLLISION SYSTEM
Development of a safety-oriented technical protection system to defend against third-party impacts on high-pressure gas pipelines.
Coordinator:
CeSIS – Center for Safety Integrity and Security
Partners:
Companies & institutions (plant operators, gas networks) in cooperation with the open_in_new CSE Institute
- THANCS will be a combination of navigation and detection systems of the latest generation.
ISIM
IMPROVEMENT OF SECURITY DURING INSPECTION AND MAINENANCE
Avoidance of hazards and domino effects on neighbouring plants during the inspection and maintenance of technical installations through innovative protection concepts.
Coordinator:
CeSIS – Center for Safety Integrity and Security
Partners:
Plant operators chemicals/petrochemicals
Financing:
Partners and public authorities
Background:
Domino effects are events, such as explosions, fires or flying debris, which affect neighbouring installations. So far, no human error has been considered that result from mix-ups of the plants or parts of the plants.
A wrong pipe that is inadvertently opened on a pipe bridge – as in the port near Ludwigshafen in October 2016. Or in gas, electricity and telecommunications networks in the public space. Every year, around 100,000 damages occur here with a total damage amount of more than 2 billion euros.
Objective:
- Development of innovative protection concepts to protect neighbouring plants from interference by third parties.
